Environmental Planner I or II
The Environmental Planner I or II role involves providing essential support for environmental planning and permitting efforts related to electric transmission line construction across the western United States. The ideal candidate will possess a proven track record of success in working on environmental plans and permits, conducting spatial analysis and mapping, and coordinating with federal, state, and local agencies. Familiarity with the electric utility industry’s construction practices is preferred.
As the Environmental Planner, you will be responsible for various tasks including obtaining utility crossing permits, drafting environmental compliance plans, Geographic Information Systems (GIS) mapping, conducting land use or natural resource assessments, preparing NEPA documents, field data collection and due diligence activities, capturing pre- or post-construction aerial footage using drones, and collaborating with project managers to complete and implement a range of project-related activities.
Duties and Responsibilities:
- Obtain utility crossing permits (e.g., Department of Transportation (DOT), railroad, canal, transmission/distribution line, fiber) for right-of-way crossings or encroachments.
- Coordinate with federal, state, and local agencies, utility companies, and stakeholders.
- Support writing environmental compliance plans, e.g., Storm Water Pollution Prevention Plans (SWPPP), Spill Prevention, Control, and Countermeasure (SPCC), dust control plans, etc.
- Attend and participate in meetings with construction personnel, project management, and clients.
- Conduct spatial analysis and mapping using GIS including ESRI software and Google Earth.
- Research federal, state, and local environmental rules and regulations.
- Support different environment/natural resource disciplines (wildlife, plants, water, cultural resources, etc.).
- Data compilation and organization.
- Technical report authoring for Phase I, II, NEPA/CEQA, or other environmental reports.
- Complete assignments and project tasks according to deadlines and budget.
- Follow safety rules, guidelines, and standards for all projects.
- Strictly adhere to company environmental policies and procedures.
- Maintain quality standards on all projects and deliverables.
- Other duties as assigned.

Regional Environmental Manager – West Region
This position oversees the operations and functions of various environmental aspects of the transmission/substation construction projects across the western United States. They oversee environmental compliance, establish regional environmental policies and procedures, supervise environmental staff, lead proposal and business development efforts, foster partnerships with both MasTec subsidiaries and external entities, etc.
Essential Duties and Responsibilities:
- Ensure environmental compliance on all transmission line and substation construction projects.
- Lead project teams and serves as senior advisor to environmental managers.
- Develop environmental management plans to ensure compliance with owner and agency requirements.
- Collaborate with project owner, project management, and government agencies to ensure comprehensive environmental compliance across all phases of construction.
- Direct/prepare complex analyses and reports on key environmental issues.
- Direct/prepare periodic project audits to ensure compliance with company’s environmental management plans.
- Identify and mitigate potential environmental risks to project execution.
- Maintain excellent communications with the owner’s environmental team, internal company project managers, and government agencies.
- Manage environmental planning, permitting, and pre-construction scopes of work for individual construction projects and master service agreements.
- Coordinate project needs, environmental requirements, and budgets with environmental staff.
- Review EEG field staff reports, provide project update reports, and projects audits.
- Develop and implement a regional environmental compliance program, procedures, and policies, along with an environmental management tracking system.
- Establish team goals and objectives aligned with the company’s strategic direction and ensures adherence to company policies.
- Leads business development efforts, focusing on internal opportunities with MasTec subsidiary companies.
Skills & Abilities:
- Environmental Regulations – thorough understanding of federal, state, and local environmental regulations, including best management practices.
- Project Management – proficiency in estimating, budgeting, forecasting, scheduling, resource allocation, and risk management.
- Technical Competence – advanced understanding of erosion and sediment control, wildlife biology and natural resources, restoration, and field data collection and reporting technologies. Solid understanding of field construction practices.

- 8+ years of experience; strong background with environmental compliance, planning, and permitting throughout the Western United States
Must have meaningful experience:
- Working with federal, state, and local agencies
- Reviewing large request for proposal (RFP) and developing bids and cost estimates for transmission line or other large infrastructure.
- Storm Water Pollution Prevention Plan (SWPPP) development and compliance plans.

Environmental / Land Liaison Specialist
Energy Environmental Group has an immediate opening for an Environmental/Land Liaison Specialist based in Salt Lake City, Utah. The successful candidate will serve as the primary environmental compliance and land liaison specialist on a high-voltage transmission line construction project in Salt Lake City, Utah. This is an on-site position and will last from approximately June 2024 through December 2024.
Job Description:
- Demonstrates basic understanding of applicable environmental laws, environmental best management practices, field construction practices, employee environmental training, and working with local, state and federal land management agencies.
- Works with construction management and government agencies to ensure comprehensive environmental compliance throughout all phases of transmission line construction.
- Complete pre-construction surveying within the project right-of-way and surrounding areas.
- Monitors the project area for species of concern and implements appropriate flagging and signage to comply with environmental concerns and mitigation.
- Inspects, evaluates, and amends project best management practices (BMP’s) as needed in accordance with the Storm Water Pollution Prevention Plan and contractual requirements.
- Develops Project plans to ensure environmental and agency compliance.
- Prepares and oversees biological management plans, obtain project specific permits, and manages all field biological activities including preconstruction, construction, and post construction monitoring and surveys.
- Conducts project environmental training for all project employees, subcontractors and visitors to project site and develops Site Specification Environmental Plans for project work sites.
- Participates in daily and weekly pre-construction look-ahead meetings.
- Prepares and maintain daily and weekly reports as specified in the project documents.
- Performs site inspections to identify areas of potential risk related to permit requirements.
- Ensures compliance with all applicable federal, state and local permit conditions.
- Strictly adheres to Owner’s environmental policies and procedures.
- Coordinates with Owner’s staff and governing agencies on a regular basis to track Project activities and ensure consistent communications Project wide.
- Communicate with public agencies, utility companies, railroads, UDOT, businesses, and landowners.
