Realty / Right of Way Specialist II

Energy Environmental Group (EEG) is a leading player in the energy sector, dedicated to providing innovative environmental planning, permitting, and construction compliance solutions. We are excited to expand our dynamic team by adding a Realty/Right-of Way Specialist II position at our Mesa, Arizona office, or a remote/hybrid position. Most of the work is for existing and new electric transmission line and substation construction projects throughout the Pacific Northwest (Oregon and Washington). The successful candidate will support projects with parcel and property owner due diligence, property assessments, title research, right-of-way plans, utility issues, construction coordination, and other related duties, as needed.

Duties and Responsibilities:
  • Conduct comprehensive due diligence to assess potential rights-of-way for transmission line and substation projects, including temporary construction easements.
  • Collaborate with stakeholders to negotiate, acquire, and secure necessary easements, permits, and land rights.
  • Perform property assessments to evaluate feasibility, potential challenges, and risks associated with the acquisition of rights-of-way.
  • Perform surveys, appraisals, title review, and other real estate assessments.
  • Conduct risk analysis to identify and mitigate potential obstacles during the construction phase.
  • Work closely with construction teams to coordinate right-of-way activities during the construction phase, including landowner notices and permission to enter properties (PEP).
  • Act as a liaison between construction and impacted landowners.
  • Collaborate with utility companies to address and coordinate necessary relocations or adjustments to accommodate transmission line construction.
  • Support utility crossing permits.
  • Manage communication and coordination to minimize disruptions to services.
  • Maintain accurate and up-to-date records of all right-of-way transactions, permits, and related documentation.
  • Prepare reports and updates for project stakeholders.
  • Stay abreast of relevant laws, regulations, and industry standards pertaining to right-of-way acquisition and real estate in the Pacific Northeast, including Unition Relocation Act and BPA real estate acquisition regulations and procedures.
  • Ensure compliance with project timelines, budget constraints, and regulatory requirements.

Preferred Experience:

GIS / Drone Specialist

We are seeking an Entry to Mid-Level GIS/Drone Specialist to join our dynamic team at our Mesa, Arizona office. The successful candidate will support our planning, permitting, and construction projects with spatial analysis, cartography, field data collection and reporting, and decision-making processes using geographic information systems and drone technology.

Duties and Responsibilities:
  • Collect, organize, and maintain geospatial data.
  • Ensure accuracy and reliability of GIS databases, incorporating updates as necessary.
  • Produce high-quality maps and visualizations to support project planning and execution.
  • Create interactive web maps for field use by construction and environmental teams during construction.
  • Conduct spatial analysis to identify potential project challenges and opportunities.
  • Coordinate and conduct field data collection activities to gather accurate and up-to-date geographic information.
  • Use GPS and other data collection tools to capture field data for integration into GIS databases.
  • Collaborate with construction managers, environmental team, and other stakeholders to provide GIS support throughout the project lifecycle.
  • Plan and collect pre- and post-construction drone footage of construction projects, mostly of long linear corridors for transmission line projects.
  • Postprocess drone footage, photographs, and orthomosaic imagery.
  • Collaborate with GIS specialists and project teams to integrate drone data into broader project workflows.
  • Ensure compliance with drone regulations and safety protocols during all flight operations.
  • Maintain and troubleshoot drone equipment to ensure optimal performance and reliability.
  • Ensure that deadlines are met and adapts to changing priorities.
  • Present a positive and professional image for the organization.
Requirements:
  • Bachelor’s degree in Geography, GIS, Environmental Science, or a related field.
  • Proficiency in GIS software (e.g., ESRI ArcGIS, Survey 123, FieldMaps, etc.) and other geospatial tools.
  • Must have an eye for high-quality cartography.
  • Familiarity with GPS technology and field data collection.
  • Entry-level experience and understanding of drone technology, aerial imagery, photography, etc.
  • Strong analytical and problem-solving skills.
  • Excellent communication and collaboration abilities.
  • Strong problem-solving skills and attention to detail.
  • Tech-savvy, proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Proactive problem-solving skills.
  • Collaborative mindset and the ability to work effectively within a team.
  • Strong verbal, written, and interpersonal skills.
  • Ability to perform work duties independently.

  • Travel up to 25%, mostly throughout western US.
  • Must be comfortable with remote and off-road travel.
Preferred Experience:
  • 1-3 years of experience in GIS, preferably in the construction or energy sector.
  • 1 year of experience in drone operations.
  • FAA Remote Pilot Certificate (Part 107).
  • Interest in environmental planning, permitting, construction compliance, or energy infrastructure.
  • Experience in the transmission line industry or environmental sector is a plus.
  • Experience with SharePoint, Adobe Suite software, and graphics are a plus.
